"Di dalam pesawat ada seorang instruktur dan dua taruna," ujar Kepala Bandara Budiarto Curug, Budi Kuncoro kepada Tempo.<br /><br />Menurutnya, pesawat naas itu adalah pesawat latih dengan nomor pesawat PKANW dan tipe Sundowner. Di dalam pesawat itu terdapat pilot, instruktur penerbangan Nicolas Burung dan dua taruna STPI.<br /><br />Namun Budi belum bisa memastikan nasib keempat orang yang berada didalam pesawat latih tersebut.<br /><br />Juru bicara STPI Curug Vety ketika dihubungi belum bisa memberikan keterangan soal musibah tersebut. Karena itu, pemerintah sangat berharap Sekolah Tinggi Penerbangan Indonesia (STPI) mampu memenuhi permintaan tenaga ATC tersebut.<br /><br />Ini untuk mengimbangi laju pertumbuhan jumlah pesawat yang pesat hingga dua kali lipat. Mereka (tenaga ATC) nantinya akan kita sebar ke seluruh Indonesia, kata Budhi usai acara serah terima Approved Air Traffic Service Training Provider & AMTO Sekolah Tinggi Penerbangan Indonesia (STPI) di Jakarta, kemarin.<br /><br />Dengan jumlah tenaga ATC yang memadai, diharapkan kualitas pelayanan penerbangan Indonesia akan mampu menyamai personel ATC di negara-negara lain. Saat ini personel ATC di Indonesia umumnya belum memiliki kompetensi yang sama sehingga diperlukan pelatihan tambahan guna meningkatkan kualifikasi. Dan untuk merealisasikan rencana tersebut, selain menambah jumlah personel, kualitas sumber daya manusia yang telah ada saat ini juga akan diperbaiki.<br /><br />Kemampuan sumber daya manusia harus ditingkatkan. Seperti yang di AP (Angkasa Pura) I dan II, perlu disamakan, baik itu dari tingkat gaji maupun kompensasinya. Dan yang terpenting adalah meningkatkan keterampilan dan kemampuan seluruh personel, tuturnya.<br /><br />Dia berharap, dengan ditetapkannya Approved Air Traffic Service Training Provider dan berbekal perpanjangan sertifikat Approved Maintenance Training Organization (AMTO), STPI dapat meningkatkan jumlah lulusan untuk memenuhi kebutuhan pengadaan personel ATC.<br /><br />Sekarang STPI telah memiliki kewenangan untuk melaksanakan pendidikan dan pelatihan keahlian bidang pemanduan lalu lintas udara serta perawatan pesawat udara. Atas dasar itu, STPI harus terus meningkatkan mutu serta kualitas lulusannya, kata Budhi.<br /><br />Sementara itu, Kepala Badan Diklat Perhubungan Dedi Darmawan mengatakan, saat ini STPI baru meluluskan rata-rata 40-60 orang personel ATC per tahun. Jumlah tersebut masih jauh dari cukup untuk memenuhi permintaan saat ini.<br /><br />Untuk memenuhi permintaan ATC yang diajukan PT Angkasa Pura I dan PT Angkasa Pura II saja STPI masih kewalahan. Pesawat dengan nomor penerbangan JP-209 yang dikendalikan pilot M Amin dan kopilot Himawan itu lepas landas dari Bandara Soekarno- Hatta Cengkareng sekitar pukul 19.25 WIB dan dijadwalkan mendarat di Bandara Supadio, Pontianak, sekitar pukul 20.30 WIB. <br /><br />Namun, menurut Kepala Cabang PT Metro Batavia Air Yunan Ismail, sewaktu hendak mendarat, sistem komunikasi maupun radio yang ada di kokpit pesawat mendadak tidak berfungsi. Pilot kemudian memutuskan untuk menunda pendaratan sambil mencoba memperbaiki gangguan. <br /><br />Pesawat itu sempat mencapai Kota Ketapang dan berputar beberapa kali di atas kota. Waktu tempuh menggunakan pesawat bermesin jet sekitar 15 menit. Otorita Bandar Udara Rahadi Oesman, Ketapang, juga sudah siap untuk antisipasi kemungkinan pesawat itu mendarat meski landasan pacunya tidak memadai Ketika berada di atas Kota Ketapang itu, salah satu sistem navigasi kembali berfungsi. <br /><br />Pilot kemudian memutuskan untuk mengembalikan rute ke arah Bandara Supadio Pontianak. Sekitar satu jam dari jadwal yang direncanakan, pesawat itu mendarat di Bandara Supadio. Dirjen Perhubungan Udara Budhi Muliawan Suyitno yang menerima laporan dari otoritas Bandar Udara Rahadi Oesman Ketapang menyebutkan sekitar pukul 20.20 WIB di atas wilayah Kota Ketapang terdeteksi sebuah pesawat jenis Boeing terbang rendah dan berputar-putar seperti kehilangan arah.<br /><br />"Petugas menara Bandara Rahadi Oesman mencoba menghubungi pesawat, tapi tidak ada jawaban," ujarnya. Lalu, ujar Budhi, pihak Bandara Rahadi Oesman menghubungi Bandara Supadio Pontianak dan mendapat informasi bahwa pesawat tersebut milik maskapai Batavia Air yang kehilangan posisi.<br /><br />Menurut laporan tersebut, ujar Budhi, sekitar pukul 20.55 WIB pihak Bandara Supadio Pontianak telah berhasil melakukan komunikasi dengan pesawat tersebut dan mendarat sekitar pukul 21.20 WIB. Ketika ditanyakan apakah tersasarnya pesawat tersebut karena adanya kerusakan alat navigasi serta komunikasi,Budhi Muliawan mengatakan peristiwa tersebut bisa disebabkan adanya unsur kerusakan pada alat pesawat dan bisa juga karena kelalaian pilot.<br /><br />Namun, dia mengatakan sesuai prosedur, laporan resmi akan diberikan, menunggu hasil penyelidikan dari Komite Nasional Keselamatan Transportasi (KNKT)."Harus ada, menunggu penyelidikan dulu dari KNKT dan akan ada pemeriksaan kepada pilot bersangkutan,"ujarnya.<br /><br />Menurut penuturan Costumer Service Manager Batavia Air Edi Haryono, penyimpangan rute tersebut disebabkan cuaca buruk. Dia membantah bahwa terjadinya penyimpangan arah pesawat disebabkan kerusakan pada alat navigasi pesawat. Menurut Edi, hasil pemeriksaan kondisi pesawat laik terbang dan semua peralatan baik alat komunikasi maupun navigasi dalam keadaan baik.<br /><br />Edi mengaku belum dapat menyimpulkan penyebab penyimpangan rute pesawat tersebut. Dia mengatakan pihak Batavia Air masih melakukan proses investigasi internal atas insiden tersebut." Tunggu saja hasil penyelidikan internal, kami juga sedang memeriksa pilot yang menerbangkannya," tandas dia.<br /><br /><strong>Membahayakan Penerbangan </strong> <br /><br />Pengamat penerbangan Sri Subekti menilai, kerusakan pada sistem navigasi pesawat seperti inertial reference system (IRS) sangat membahayakan penerbangan. Terlebih jika pilot dan kopilot tidak memiliki kemampuan atau pengalaman menerbangkan pesawat dalam kondisi tersebut. <br /><br />"Kerusakan pada IRS bisa membahayakan, bisa terjadi seperti (kecelakaan) di Majene," ungkap Sri saat dihubungi <em>Sindo</em> kemarin. Oleh karenanya setiap maskapai yang pesawatnya menggunakan IRS diwajibkan memberikan pelatihan kepada para pilot. Menurut dia,dalam kondisi IRS rusak, para pilot dituntut untuk bisa menggunakan sistem navigasi secara manual.<br /><br />"Kalau ada peralatan yang rusak, detection flight akan menyala. Saat itulah pilot mematikan sistem otomatis dan mengubahkan ke manual,"tuturnya. Sri menuturkan, pilot sebetulnya bisa menggunakan kompas sebagai penunjuk arah apabila terjadi kerusakan pada IRS. Setiap pesawat udara biasanya dilengkapi tiga kompas yang salah satunya, yakni standby compass, dirancang agar tidak bisa rusak.<br /><br />"Masih ada kompas sebagai minimum equipment. Nah, masalahnya apakah pilot pernah dilatih dengan kondisi IRS rusak?" ujar eks pilot senior Garuda Indonesia ini. Selain kompas, pilot juga bisa mengandalkan peralatan navigasi di darat, yakni non-directional beacon (NDB). Sinyal dari NDB kemudian akan ditangkap oleh automatic direction finder (ADF) yang berada di pesawat udara.Namun,ujar Sri,kedua peralatan navigasi tersebut sudah dianggap kuno dalam dunia penerbangan.<br /><br />"Saat ini ada yang namanya veryhigh frequency omni range (VOR).VOR ini lebih akurat,"tuturnya. Sri berharap Direktorat Sertifikasi dan Kelaikan Udara (DSKU) Departemen Perhubungan (Dephub) lebih cermat dalam melakukan pengawasan. Sebab, tutur dia, masalah IRS ini sudah lama terjadi dan hingga saat ini belum ada solusinya.<br /><br />"DSKU ini tidak cukup hanya direnovasi, tetap harus dibongkar fondasinya," tandas Sri. Kepala Dinas Pelayanan Lalu Lintas PT Angkasa Pura (AP) II Cabang Bandara Supadio, Pontianak, Syarif Usmulyani Alkadrie mengatakan, tidak berfungsinya sistem komputerisasi untuk navigasi dan komunikasi itu jarang terjadi.<br /><br />"Mungkin setelah puluhan ribu jam terbang, baru ditemukan kasus tersebut," katanya. Sistem navigasi dan komunikasi memegang peranan penting dalam dunia penerbangan, terutama saat pesawat tengah terbang malam. "Ketika instrumen bermasalah, terbang malam seperti orang buta," kata dia.<br /><br />Dia mengaku bersyukur pesawat jenis Boeing 737 seri 300 tersebut masih dapat dibimbing dari Bandara Supadio dan mendarat di Pontianak meski sempat hilang kontak selama sekitar 15 menit. "Ada frekuensi emergensi yang masih dapat digunakan sehingga pesawat itu dapat mendarat di Pontianak,"kata dia.<br /><br />Mengenai tingkat bahaya dari kegagalan sistem komputerisasi tersebut, Syarif Usmulyani mengatakan, secara umum pesawat dalam kondisi baik dan memenuhi syarat. "Bahan bakar masih cukup. Mesin sewaktu dihidupmatikan setelah mendarat juga baik," katanya.<br /><br />Seperti diberitakan, kecelakaan yang menimpa pesawat AdamAir Boeing 737-400 dengan nomor registrasi PKKKW di Majene pada 2007 silam disebabkan kerusakan pada IRS. Adjustments of cabin heating by the crew did not succeed, the passengers continued to freeze. During the approach to Medan strange noises were heard, then passengers in row 18 could see some damage in the roof overhead seat row 16, which they thought was a pierced fuselage. The airplane landed safely.<br /><br />Initial reports in Indonesia reported a pierced/ruptured fuselage skin.<br /><br />However, the Indonesian Transportation Safety Board KNKT said, that the problem was within the air conditioning system of the airplane, a rubber seal opened producing the reported noises and looked like a ruptured fuselage skin. The damage was repaired, the airplane is already back in service. The aircraft was donated by the people of Aceh to help in the campaign for independence.</p><p class="quote">Seulawah was joined by two other DC3s (RI-007 and 009) in the final year of independence struggle. A victory flight occurred on Seulawah occurred from Yogyakarta to Jakarta on 28 December 1949.</p><p>Three months later on 31 March 31 1950, Garuda Indonesian Airways was officially incorporated. Later that year, in recognition of the help it had received, the airline presented the government of Burma with a RI-007 as a gift from the people of Indonesia.</p><p>By the end of 1950, Garuda had 38 aircraft - 22 DC3s, eight Catalina seaplanes and eight Convair 240s. In 1953, the fleet grew to 46 with the addition of eight Convair 340s, and in 1954 fourteen De Havilland Herons were added. The Catalina flying boats were taken out of service in 1955.</p><p>Garuda Indonesia commenced passenger service to Bali in 1951 using Douglas Dakota DC-3 aircraft. The first Denpasar-Sydney service on Garuda Indonesia was in 1969 using Douglas DC-8 aircraft. Over the years, Bali has been consistently voted "The Best Island in the World", and the airline has played an integral role in developing Bali as an international tourist destination.</p><p>The historic Asian African Conference was held in Bandung, West Java on 19 April 1955. Garuda Indonesian Airways was the official airline for flying delegates from 29 countries, including Heads of State, into Kemayoran Airport, North Jakarta, before they took the journey to Bandung. In April 2005, the 50th Anniversary of the Asian African Conference was celebrated. Garuda Indonesia became the "Official Carrier" flying the 75 Heads of State from Halim Perdana Kusuma Airport in Jakarta to the ceremonies in Bandung including Mr Kofi Annan Secretary General of the United Nations.</p><p>In June 1956, the first Haj flight of over 40 Indonesian pilgrims to Saudia Arabia, occurred on a Convair-340 operated by Garuda Indonesia Airways. Today the airline flies over 100,000 Haj pilgrims to Jeddah from Indonesia annually.</p><p>In 1961, turbo-prop Lockheed Electras joined the fleet, enabling the launch of a service to Hong Kong.</p><p>In 1965, Garuda Indonesia was the first airline from South East Asia to offer intercontinental jet service from Jakarta to Amsterdam via Colombo, Bombay, Rome, and Prague. The flight was operated b the technologically advanced Convair 990A aircraft. The four-engine jet was the first commercial airliner to be equipped with turbofan engines. The Convair 990A still holds the record as the world's fastest sub-sonic civil airliner.</p><p>In 1969, Fokker F-27 turboprop aircraft went into service on domestic routes and two DC9s were delivered. Two jet F28s were added in 1971 and by 1980 Garuda had 24 DC9s and 33 F28s. The first of its DC10s were delivered in 1976, and the first of six Boeing 747-200s arrived in 1980. Then in 1983, came the A300 Airbuses, followed at the end of the 80s and early 90s by A300-600, B737-300s, MD11s and B737-400s.</p><p>From the early 1970's to the mid 1980's, Garuda Indonesia operated the largest fleet Fokker Fellowship F-28 twinjets in the world. At one point, the Fokker F-28 fleet consisted of 42 aircraft, including the Mk-1000 from 1971, the Mk-3000 from 1976, and the Mk-4000 the most advanced version from 1984. The F-28's ended their service on 5 April 2001 with Garuda Indonesia and transferred to Citilink, the low cost carrier of Garuda Indonesia.</p><p>Garuda Indonesia became an all jet airline in 1977, when the last of the Fokker Friendship F-27 turboprop aircraft were replaced by the Fokker Fellowship F-28 Mk-3000 twinjets. The fleet consisted of four wide-bodied Douglas DC-10 aircraft, three Douglas DC-8's, Eighteen Douglas DC-9's, and thirty two Fokker F-28's. The all jet fleet allowed Garuda Indonesia to offer a new level of comfort and reliability across the Indonesian archipelago and beyond.</p><p>In 1980 the first of Boeing B747-200 jumbo jet aircraft was delivered.
